CRN vs CE Marking: What European Manufacturers Must Know Before Selling in Canada

CE marking under the Pressure Equipment Directive (PED) opens the entire European market with one conformity assessment. Canada does not participate in that system. There is no mutual recognition agreement that lets PED compliance substitute for Canadian design registration — pressure equipment above CSA B51 thresholds needs a Canadian Registration Number (CRN) from each province where it will operate. For most European manufacturers, the practical path runs through converting or supplementing the design basis to ASME.

Does CE Marking Work in Canada?

No. CE marking demonstrates conformity with EU directives and is legally meaningful only inside the European Economic Area and states that adopt its rules. Canadian provincial safety authorities regulate pressure equipment under CSA B51, which is built around the ASME Boiler and Pressure Vessel Code and the ASME B31 piping codes. A notified body certificate, a PED module approval, or an EN 13445 design dossier carries no legal weight with TSSA, ABSA, or any other Canadian authority.

Can You Reuse Your PED Technical File?

Partially — and the reusable share is bigger than many manufacturers fear.

  • Welding procedure qualifications: EN ISO 15614 records are often supportable, though alignment with ASME Section IX must be demonstrated and any gaps closed
  • NDE records and personnel certifications transfer with standard-to-standard mapping
  • Material test certificates (EN 10204 type 3.1/3.2) are useful as traceability evidence, though the material grades themselves usually need equivalency work
  • General arrangement and detail drawings are reusable after unit and specification updates
  • What does not transfer: design calculations to EN 13445. CSA B51 does not list EN 13445 as an accepted design code, so calculations must be redone to ASME Section VIII — or a province-specific equivalency case argued by your Canadian P.Eng., which is possible in principle but slower and less predictable in practice

Common Redesign Triggers for EN 13445 Designs

  • Materials: P265GH, P355NH, 16Mo3 and similar EN grades have no direct ASME Section II listing — designs are typically respecified to SA-516-70, SA-350-LF2 and other ASME materials, or supported with a documented material equivalency justification
  • Design margins: EN 13445 permits higher allowable stresses in some cases, so the same geometry can fail ASME thickness checks
  • Nozzle reinforcement: area-replacement results differ between the codes, and reinforcement details often need rework
  • Impact testing: Canadian MDMT expectations under ASME rules can trigger impact test requirements an EN design never faced
  • Nameplate and documentation: the CRN, MAWP, and Canadian registration details must appear as the province requires

  • ASME conversion typically adds 4–8 weeks of engineering ahead of filing
  • Authority review: ABSA 10–20 weeks, TSSA 8–16 weeks, Technical Safety BC 8–14 weeks, ACI Central 6–12 weeks
  • A realistic first CRN project runs 12–26 weeks end to end
  • Provincial filing fee: $200–$800 CAD per jurisdiction
  • ASME conversion and CRN engineering package: $2,500–$6,000 CAD standard vessel; $10,000–$15,000+ where FEA or extensive requalification is needed
  • Three-province campaign: $8,000–$25,000 CAD all-in
  • Quebec (RBQ): submissions in French are preferred and appreciated; English technical packages are accepted in practice
  • No automatic reciprocity between provinces — the CRN Reconciliation Agreement (January 1, 2020) coordinates the authorities, but each province still issues its own CRN; once the ASME-basis package exists, additional provinces reuse it

Frequently Asked Questions

Is CE marking accepted in Canada for pressure equipment?
No. CE marking has no legal standing with Canadian provincial safety authorities. Pressure equipment above CSA B51 thresholds requires a CRN from each province where it will operate, regardless of PED category or notified body involvement.
Do we need both CE marking and a CRN?
If you sell in both markets, yes — they are independent regimes. CE marking covers the EEA; the CRN covers the specific Canadian provinces where each design is registered. Neither substitutes for the other.
Can EN 13445 calculations be submitted for a CRN?
CSA B51 does not list EN 13445 as an accepted design code, so EN-only calculations are not a reliable submission basis. The dependable path is recalculation to ASME Section VIII. A P.Eng.-supported equivalency argument is possible in some provinces on a case-by-case basis, but expect a longer review and a real risk of being asked for ASME calculations anyway.
Do European manufacturers need an ASME U-Stamp to get a CRN?
Not necessarily for design registration — the CRN reviews the design. But provinces expect the manufacturer to demonstrate an acceptable quality system for code construction, and many European manufacturers pursuing sustained Canadian business obtain ASME certification because it simplifies both registration and customer acceptance.
How long is a CRN valid?
A vessel design CRN has no fixed expiry — it remains valid as long as the design is unchanged, with amendments filed for any changes. Fitting registrations have historically been subject to periodic revalidation in a number of provinces, so fitting portfolios should be tracked and kept current.
