Skid Package CRN Strategy: Vessel, Piping & Fitting Split
By Kopfkino Consulting Corp. · Published September 11, 2026 · Updated October 17, 2026 · 9 min read
One skid package usually means several regulatory objects. How to split vessels, fittings, and piping into the right CRN registrations before the package reaches a Canadian site.
A skid-mounted process package is a commercial object and usually several regulatory objects. Canadian CRN work for skids starts by splitting the pressure boundary: vessels and exchangers, fittings (valves, hoses, filters, instruments, relief devices), and piping systems if the destination jurisdiction requires piping design registration. A vessel CRN does not register the piping or the unregistered valve. Technical Safety BC's NPS 3 piping design-registration exemption, TSASK's fitting exemptions, and TSSA's piping guidance do not travel with the skid. The strategy product is an object register plus submission-ready dossiers per destination AHJ. Expedited 24-hour review can clear a single complete object; expedited 48-hour review is the typical skid product, split, gap list, and dossiers for the objects that are actually ready. Neither is a single "skid CRN" issued overnight.
The 24-hour and 48-hour options are expedited engineering review, technical validation, documentation review, dossier preparation, and submission-readiness services. They are not a promise that a provincial regulator, authority having jurisdiction, or registration body will issue a CRN within 24 or 48 hours.
Definition: what is a skid package in CRN terms?
A skid package is a pre-engineered assembly (vessels, piping, fittings, pumps, and instruments mounted on a common structural frame) sold and delivered as one unit. In CRN terms the skid as a whole is usually not the registration object: each pressure-boundary object on it (every vessel, each registrable fitting, and the piping system where the jurisdiction requires piping design registration) carries its own registration question in the destination province or territory. "Skid CRN" is therefore shorthand for a coordinated set of object registrations, not a number stamped on the frame.
EPCs buy skids because they want one vendor. Regulators review pressure equipment because they want defined designs. Those two wishes only meet if someone draws battery limits. Kopfkino's manifolds-and-skids service page covers the registration service itself, including manifold blocks and shipping readiness; this article is the planning layer in front of it: how to scope the split, sequence the filings, and use expedited internal review so the complete objects never wait for the incomplete ones.
The skid split
| Object | Typical CRN path | Common skid examples |
|---|---|---|
| Vessel / exchanger | Vessel CRN (Pressure Vessel CRN Canada: Submission-Ready Dossier Guide) | Separators, coalescers, bottles, receivers, shells of exchangers |
| Fitting | Fitting CRN (Fitting CRN Registration in Canada: Scope, Proof & Renewal) | Valves, hoses, strainers, small filters, instruments, PRDs |
| Piping system | Piping design registration if required (Pressure Piping CRN in Canada: Triggers & Dossier Readiness) | Interconnecting pipe on the skid and to the battery limit |
| Non-pressure | Usually out of CRN | Structural steel, electrical, controls, insulation |
If a filter housing is large enough to be a vessel, it is not "just a Category E fitting" because the datasheet says "filter." Classification first.
Boundary drawing: the most valuable page in the package
A single GA should mark the registered vessel(s), owner's tie-in flanges, skid piping in vendor scope, hoses (fitting vs piping), valves by tag with CRN status, instruments, the relief path, and what is "by others." Without that page, Clock 1 cannot honestly start on "the skid."
Jurisdiction overlays on the same steel
Ship the same skid to:
- Alberta: ABSA vessels, fittings, piping as applicable, no BC NPS 3 gift
- British Columbia: TSBC portal; piping NPS 3 design-registration exemption possible; oil-and-gas TSBC/BC Energy Regulator question
- Ontario: TSSA / O. Reg. 220/01
- Saskatchewan: possible fitting exemptions; piping still a question
- Quebec: RBQ engineer-signed vessel calcs/drawings
- Nunavut and other ACI Central member jurisdictions: the ACI Central path
The steel did not change. The legal objects did.
Expedited-service relevance
24-hour: one frozen vessel file from the skid, already classified. 48-hour: the split, the fitting register, the piping trigger, and dossiers for ready objects. Not 48-hour: designing the skid, stress-analysing a mystery line list, or a promise that three AHJs will finish together.
Practical scenario
A compressor package (Compressor Package CRN in Canada: Object Split & Dossiers) arrives as "one CRN please." Objects typically include a suction scrubber (vessel), discharge bottles (vessels), an oil cooler (maybe vessel/exchanger), interconnecting piping (maybe registrable), valves (fittings), hoses (Category D?), and relief valves (Category G, sometimes exempt if certified; confirm locally). A 48-hour review that produces this list and two ready vessel dossiers has accelerated the project. A review that uploads the GA to a vessel form has delayed it.
Documentation checklist
- Skid GA with battery limits
- Vessel drawings/calcs per vessel
- Fitting list with claimed CRNs
- P&ID and line list
- Quality certificates for every shop that built a pressure boundary (packager vs sub-vendor)
- Destination jurisdiction
- Later relocation plan
- Welding procedures if vendor fabricates registrable piping
Common mistakes
- One upload for the whole skid
- Ignoring sub-vendor vessels
- Assuming all valves are already CRN'd
- Moving the skid to a second province as if it were furniture
- Writing "skid CRN: 48 hours" in a Gantt chart
Frequently Asked Questions
How should manufacturers scope CRN work for a skid-mounted package?
Split the package into vessels, fittings, and piping; classify each against CSA B51 and the destination AHJ's rules; confirm which piping and fittings are registrable or locally exempt; then file the objects that are ready instead of holding the package for the slowest one. The output is an object register (tag, object class, vendor, document status, destination AHJ), not a single application.
Does a compressor or process skid need more than one CRN?
Often yes. Each vessel typically needs its own CRN, many fittings need their own, and the interconnecting piping may need design registration depending on the jurisdiction. Some fittings may be locally exempt (for example under TSASK's or Technical Safety BC's published fitting exemptions), but exemptions do not travel with the skid. The object split, confirmed with the destination AHJ, is the answer.
Can we get one CRN for the skid as a single fitting?
Only if the AHJ and CSA B51 truly treat that assembly as a fitting, uncommon for a module containing vessels. Category boundaries come from the adopted CSA B51 table, not the word "package." Forcing a fitting story onto a vessel-containing skid invites rejection. Confirm classification with the destination AHJ before choosing a filing path.
What can a 48-hour expedited review actually deliver for a skid?
For a qualifying project with reasonably complete vendor data: the object register, the fitting CRN matrix, the piping design-registration trigger decision for the destination AHJ, and submission-ready dossiers for the objects whose documents are complete, plus a gap list for the rest. It cannot design the skid, produce missing calculations, or set any regulator's review timeline.
Who should be the applicant: the packager or the vessel OEM?
The manufacturer of record named on the registration must match the design owner the AHJ will recognize. Packager-as-applicant with OEM-as-manufacturer is a legitimate structure, but it must be documented (quality certificates, design responsibility, and plant listings aligned), rather than implied. Confirm the AHJ's applicant requirements early, because a mismatch discovered at filing restarts the administrative clock. See Quality-Control Documentation for CRN Submissions.
Can a skid registered in Alberta be moved to British Columbia later?
Not as furniture. A second place of use is a second registration question: reciprocal or first filing with Technical Safety BC, portal declarations, a possible NPS 3 piping difference, and a possible TSBC/BC Energy Regulator overlay for oil-and-gas settings. Plan relocation before the first filing if the skid may move (Multi-Jurisdiction CRN Registration Strategy for Canada and Can One CRN Be Used Throughout Canada?).
Key Takeaways
- Skids are commercial; CRNs are objects.
- Draw battery limits.
- Local exemptions do not travel.
- 48-hour review is a split-and-dossier service.
- AHJs issue the numbers.

The object register as the skid's true GA
Before anyone opens a portal, build a table:
| Tag | Description | Likely object | Vendor | Docs status | Destination AHJ | Notes |
|---|---|---|---|---|---|---|
| V-101 | Filter housing | Vessel or Cat. H | Sub-A | Calcs missing | ABSA | Classify first |
| PSV-101 | Relief | Fitting G | Owner | Letter on file? | ABSA | TSASK exemption does not travel |
| Piping | NPS 2-6 B31.3 | Piping? | Packager | Line list only | ABSA | Do not use BC NPS 3 |
That table is the 48-hour product. Uploading the skid GA as a vessel is how Clock 2 fails.
Sub-vendor vessels hiding in "packager" certificates
Packagers often hold ISO 9001 and assume it covers a code-stamped sub-vendor vessel. TSSA National Service asks for quality-program certificates for the vessel manufacturer and for plants not covered under a centralized certificate. Clock 1 that only reads the packager certificate will bounce. Harvest sub-vendor certificates with the vessel drawings.
Relocation and rental skids
A fuel-gas or compressor skid that may move from Alberta to BC is two place-of-use problems, plus TSBC's reciprocal filing after another Canadian registration, plus a possible TSBC/BCER piping overlay. Do not dispatch on an Alberta letter (Multi-Jurisdiction CRN Registration Strategy for Canada and Can One CRN Be Used Throughout Canada?).
Interface with EPC schedules
A skid is a procurement object with one delivery date. CRN is several regulatory objects with several Clock 3s. The EPC master schedule should show each vessel dossier, filing, and issuance; the fitting matrix close date; the piping registration decision date; and the nameplate hold after issuance, no single bar labelled "skid CRN."
If the construction sequence needs the skid on the pad before every number is issued, that is a documented hold-point conversation with the owner and the AHJ, not a vendor slogan. See CRN Review Before Fabrication: Sequence and Hold Points and Procurement-Stage CRN Planning: RFQ Language, Vendor Data, and Critical-Path Registration.
Electrical, controls, and insulation: usually out, sometimes not
Motors, PLC panels, and insulation are usually not CRN objects. Electric heater wells, traced pressure parts, and control valves are pressure-boundary or fitting questions. Do not let an electrical GA become the CRN drawing, and do not ignore a heater well because I&C specified it.
24-hour vs 48-hour on a skid
Use 24-hour only on a single frozen object harvested from the skid (for example, a complete sub-vendor separator). Use 48-hour for the split and the first ready dossiers. If the P&ID is still in HAZOP, neither timer should start.
