Pressure Piping CRN in Canada: Triggers & Dossier Readiness

Pressure piping is registered as a system design where the jurisdiction requires it, not as part of a vessel CRN. Registration triggers, skid boundaries, and piping dossier readiness.
Pressure piping in Canada is registered as a system design when the destination jurisdiction requires it, not as a side effect of a vessel CRN. Construction codes are typically ASME B31.3 (process), B31.1 (power), B31.5 (refrigeration), or B31.9 (building services), with CSA B51 and provincial regulation overlaid as adopted. Technical Safety BC states that piping NPS 3 or less is exempt from design registration but must still comply with regulation and code; that exemption is not a national rule. ABSA runs a distinct pressure piping design registration program, and TSSA regulates piping under O. Reg. 220/01. Expedited 24-hour and 48-hour review can classify the system, confirm the trigger, and prepare a submission-ready piping dossier. It cannot invent a Canada-wide exemption or a regulator deadline.
The 24-hour and 48-hour options are expedited engineering review, technical validation, documentation review, dossier preparation, and submission-readiness services. They are not a promise that a provincial regulator, authority having jurisdiction, or registration body will issue a CRN within 24 or 48 hours.
Definition: what is pressure piping design registration?
Pressure piping design registration is the review and acceptance, by a provincial or territorial authority having jurisdiction (AHJ), of a defined piping system (a flow circuit with stated battery limits, fluids, design conditions, materials, and construction code), before that system is built or used in that jurisdiction. On acceptance, the design receives a Canadian Registration Number (CRN) like a vessel or fitting design. Registration attaches to the documented system: line list, P&ID, design conditions, and boundary drawings. Individual spools are not separately numbered, and registration in one province does not register the system in another.
Piping is where packaged-equipment CRN strategies go to die. A skid manufacturer registers the vessel, ships, and discovers the interconnecting piping needed its own design registration, or, in BC, that NPS 3 piping did not need design registration but still needed code-compliant design. Kopfkino's service pages cover the piping registration service and the stress-analysis deliverable itself. This article is the decision layer those pages assume: whether registration is triggered, where, and how to reach submission readiness quickly.
Vessel CRN ≠ piping CRN
A registered separator does not register the piping that connects it to the plant. A registered compressor bottle does not register the recycle line. Treat piping as its own question every time.
What a piping dossier contains
When design registration is required, reviewers typically need:
- P&IDs with a clear battery limit
- Line list (fluid, pressure, temperature, material, NPS, spec)
- Design code and edition
- Stress/flexibility analysis where the code and geometry require it
- Support and anchor philosophy
- Valve and fitting CRN status
- Materials
- Test plan
- Welding procedures if joining registration is in scope
- Professional authentication as the AHJ requires
Technical Safety BC publishes design-registration document checklists, and some system types carry reduced or specialized document sets. Confirm the current checklist with the AHJ the week you build the dossier; do not treat any reduced set as universal.
Jurisdiction triggers (examples, not a universal table)
British Columbia / Technical Safety BC
- Pressure piping is defined in BC regulation by fluid type, pressure, and temperature; confirm the current definition and thresholds with Technical Safety BC before classifying a system
- NPS 3 or less: exempt from design registration, not from code compliance (per TSBC's published design-registration guidance)
- Oil-and-gas: a possible Technical Safety BC vs BC Energy Regulator split; TSBC's oil-and-gas notice states ASME VIII vessels remain in its scope at pipelines and facilities; confirm which regime applies
Alberta / ABSA
- Distinct pressure piping design registration program with its own submission path
- Do not import the BC NPS 3 rule
Ontario / TSSA
- O. Reg. 220/01 applies to boilers, pressure vessels, and piping
- TSSA publishes guidance on the scope of pressure piping registration and inspection; use the current bulletin, not memory
Saskatchewan / TSASK
- Piping designs appear in TSASK's design-registration scope; confirm current requirements, including any evidence expectations for rerates, with TSASK
Others
Confirm. Manitoba ITS lists pressure piping among registrable equipment. ACI Central member jurisdictions (NB, NS, PE, NL, YT, NT, NU) still have piping rules under local law.
Skid boundaries
Define the piping battery limit on a drawing: vendor skid piping, owner tie-ins, hose connections (often fittings, not piping systems), and instrument tubing (often fittings or out of scope; confirm).
If the skid piping is NPS 2 in BC, design registration may not be required under TSBC's NPS 3 note, but the piping must still be code-compliant and the vessels still need CRNs. If the same skid goes to Alberta, ask ABSA's piping rules, not TSBC's.
Expedited-service relevance
48-hour review is the natural piping product because the work is classification plus line-list hygiene plus jurisdiction trigger. 24-hour review is possible when the stress package and P&IDs are already complete. Neither timer touches Clock 3, the AHJ's independent design review; a submission-ready dossier removes avoidable returns but cannot eliminate regulator questions.
Practical scenario
A packager has NPS 2-8 B31.3 piping on a fuel-gas skid for a BC site, then a duplicate for Alberta. BC: check TSBC's definition, the NPS 3 exemption for the small bore, design registration for the NPS 8, vessels separately, and the BC Energy Regulator overlay if it is an energy-resource facility. Alberta: do not reuse the BC exemption. Two dossiers, one technical core with two legal overlays, that is Clock 1. Neither province issues a piping CRN in 48 hours as a consulting product.
Documentation checklist
- Destination jurisdiction
- P&ID and battery limit
- Line list
- Code edition
- Stress analysis if required
- Fitting CRNs
- Welding procedures
- Do not apply another province's exemption
- Oil-and-gas regime note if BC
Common mistakes
- "Piping is included in the vessel CRN"
- Copying BC NPS 3 into Alberta
- No battery limit
- Ignoring hoses and instrument valves
- Filing piping on a vessel application form
Frequently Asked Questions
When does a piping system require design registration in Canada?
When the destination jurisdiction's Act, regulations, and adopted codes require it. The trigger depends on fluid, design pressure and temperature, pipe size, and the AHJ's published definitions. Technical Safety BC publishes an NPS 3 exemption; other provinces apply their own rules. Confirm with the applicable AHJ before deciding a system is out of scope.
Is ASME B31.3 enough without CSA B51?
No. ASME B31.3 is a construction code governing how the piping is designed and built. CSA B51 and provincial regulation overlay Canadian registration, inspection, and administrative requirements where adopted. A B31.3-compliant design can still be an unregistered design. Confirm which codes and editions the destination AHJ has adopted before finalizing the dossier.
Can Kopfkino expedite a piping CRN?
Kopfkino can expedite the controllable work: classification, completeness review, gap identification, and a submission-ready piping dossier under 24-hour or 48-hour options for qualifying projects. The AHJ performs the independent design review and issues any registration on its own schedule, expedited review does not set the regulator's clock.
Is the BC NPS 3 piping exemption valid in Alberta or Ontario?
No. Technical Safety BC's statement that piping NPS 3 or less is exempt from design registration is a British Columbia rule, and even in BC the piping must still comply with regulation and code. Alberta's ABSA runs its own pressure piping design registration program, and Ontario applies O. Reg. 220/01. Never export one province's exemption into another province's filing.
Does a registered piping system cover future tie-ins or rerates?
Usually not beyond the registered battery limit, fluids, and design conditions. New lines, new design temperatures, or a rerate are new registration questions in most jurisdictions; some AHJs publish specific rerate evidence expectations. Confirm the existing letter's scope and the current requirement with the AHJ before modifying the system.
Can hoses be included in a piping design registration?
Hoses and flexible connections are commonly fitting objects (Category D in the CSA B51 taxonomy) rather than piping-system components. Putting them "inside the piping system" without a fitting registration path is a classification error that attracts comments. Confirm the object class with the destination AHJ and the adopted CSA B51 table. See Fitting CRN Registration in Canada: Scope, Proof & Renewal.
Key Takeaways
- Piping is its own registration object.
- Exemptions are local.
- Skid battery limits must be drawn.
- BC oil-and-gas may involve two regimes.
- Expedited review prepares piping dossiers; AHJs issue registrations.

Battery limits: the drawing that prevents double-registration and non-registration
Piping CRN fights are usually about where the system starts and ends. A useful battery-limit drawing shows vendor skid piping vs owner tie-ins, the flange faces that are the registration cut, hoses (often fittings, Fitting CRN Registration in Canada: Scope, Proof & Renewal), instrument tubing (often fittings or out of scope: confirm), and utility vs process vs fuel gas (different codes and triggers).
Without that drawing, an EPC will assume the vessel CRN covers the skid pipe, and the packager will assume the owner's piping registration covers it. Both can be wrong.
Do not export exemptions
The only piping design-registration exemption this library states with an official citation is Technical Safety BC's NPS 3 or less note, with continued code compliance required. That is a BC rule, not Alberta, not Ontario, not Saskatchewan, and not a construction holiday. Oil-and-gas BC work may also involve the BC Energy Regulator; confirm which regime applies before celebrating an exemption. Ontario piping follows O. Reg. 220/01 and TSSA bulletins; Alberta piping follows ABSA's piping design branch. Copy-paste is how piping files get comments.
Stress analysis: when Clock 1 should demand it
Not every NPS 2 utility line needs a full computer flexibility analysis. A piping dossier for a hot, large-bore, or equipment-nozzle-sensitive system often does. Clock 1 should ask:
- Does the construction code require formal analysis for this geometry?
- Are equipment nozzle allowable loads in the file?
- Do the P&ID and line list match the model?
- Is the analysis revision the same as the isometric revision?
If the answer is "we never ran it" on a system that obviously needs it, 24-hour review should not start, that is design, not dossier hygiene. For the analysis deliverable itself (load cases, support schedules, compliance reports), see Kopfkino's piping stress analysis service page; this article stays at the trigger-and-readiness level.
