CRN Registration for Compressor Packages in Alberta: ABSA Requirements for Packaged Equipment

How to register a compressor package with ABSA: vessel CRNs for scrubbers and bottles, fitting CRNs with no Alberta exemptions, AB-96 piping registration and Alberta P.Eng. authentication.
To register a compressor package with ABSA for Alberta installation, decompose the skid: register each pressure vessel (scrubbers, bottles, coolers) under its own CRN, verify every fitting holds an Alberta-accepted CRN (Alberta exempts none), and submit the piping design on Form AB-96, authenticated by an Alberta P.Eng. Piping fabricated outside Alberta requires registration regardless of volume.
A reciprocating or screw compressor package looks like one product on a purchase order, but Alberta's regulator never sees it that way: under Alberta law it is a collection of vessels, fittings and pressure piping, each with its own registration duty. Alberta also applies Canada's strictest rules, no fitting exemptions, no recognition of other provinces' reviews, and registration of out-of-province-fabricated piping regardless of size. Here is what ABSA expects.
Legal basis: Safety Codes Act, PESR and ABSA's role
Pressure equipment in Alberta is governed by the Safety Codes Act, RSA 2000, c. S-1, and the Pressure Equipment Safety Regulation (AR 49/2006), the PESR. PESR s. 14 requires registration of pressure-equipment designs; s. 17 provides registration by statutory declaration (used for fittings). The Pressure Equipment Exemption Order (AR 56/2006) (the PEEO) lists relieved equipment. Administration is delegated to ABSA under the Boilers Delegated Administration Regulation (AR 32/2002); submissions go through ABSA's CRN Portal (apps.crnonline.ca).
One structural fact shapes every Alberta strategy: Alberta is not a party to the 2020 RCT Reconciliation Agreement for CRNs. A design registered elsewhere earns no automatic acceptance. ABSA conducts its own review, with a "National Registration" path that streamlines the survey of designs already registered in another province. To be used in Alberta, a CRN must contain the digit 2 (or "C" once all jurisdictions have registered) after the decimal.
How a compressor package decomposes for ABSA
There is no single "compressor skid CRN." A typical gas compression package splits into four regulatory layers:
| Package element | Alberta registration route | Key notes |
|---|---|---|
| Suction scrubber, pulsation bottles, separators | Vessel design registration (Form AB-31 + AB-31a) | One CRN covers unlimited identical vessels; units below the CSA B51 size graphs may register as Category H fittings |
| Gas cooler (shell-and-tube or aerial-cooler pressure envelope) | Heat-exchanger/vessel design registration | ABSA fees tier by exchanger surface area; address both sides of a TEMA exchanger |
| Valves, flanges, strainers, gauges, transmitters, PSVs | Fitting CRNs (Form AB-41 statutory declaration, or AB-351 Declaration of Conformity + QC certificate) | Alberta has NO categorical fitting exemption; A, B, C and G fittings all require registration, unlike BC, Saskatchewan and Manitoba |
| Interconnecting pressure piping | Piping design registration on Form AB-96 | Expansible fluid, > 103 kPa, > 0.5 m³ aggregate system volume in-province; all piping fabricated outside Alberta is registered regardless of volume |
| Compressor block and driver | Excluded machinery | PEEO s. 2(2)(j) excludes components integral to rotating/reciprocating machinery |
Two points deserve emphasis. First, the machinery exclusion is narrow: the compressor cylinders and driver are out of scope, but the scrubbers, bottles, coolers, piping and relief devices around them are fully regulated, see Compressor Packages and the Machinery Exclusion. Second, the aggregation rule defeats volume games: PESR s. 14(6)(a) measures system volume, not skid volume, and splitting systems into sub-500 L skids to evade registration is not permitted. Alberta piping/skid registrations are also installation-specific and not transferable between sites.
Alberta-specific requirements packagers miss
Alberta P.Eng. authentication on piping. ABSA does not blanket-require an engineer's stamp on boiler/pressure-vessel drawings unless the code or a Safety Codes Officer requires it. Piping designs are different: per APEGA's guidance, fabrication drawings and design calculations submitted to ABSA for piping must be authenticated by an Alberta-licensed professional engineer. Out-of-province packagers must therefore engage an Alberta P.Eng. for the AB-96.
Fees (Schedule of Fees for Delegated Functions, effective November 1, 2025; CAD, revised annually). General design-survey work bills at $163.50/hour; fitting registration costs $163.50 per size, type and pressure rating (a five-size valve range is five fees); a simple receiver under 3 m³ is $170.90; design revisions carry a $137.70 minimum; priority service adds 30%, minimum $490.50.
Fabrication and welding. Pressure welding in Alberta requires ABSA-registered welding procedures and ABSA-certified pressure welders (Pressure Welders Regulation); for fabrication outside Canada, engage an ABSA-accepted inspection agency before work starts. See Welding on Compressor and Process Skids.
Step-by-step: registering a typical compressor package with ABSA
- Define the pressure-equipment boundary (30% design). Mark every pressure-retaining item on the P&ID (vessels, coolers, each fitting by CSA B51 Table 1 category, the piping extent), and note the fabrication location. Confirm pipeline and fuel-gas code boundaries (CRN Compliance for Oil & Gas Facilities; Fired Heaters and Burner Fuel Trains in Alberta).
- Secure vessel and exchanger registrations. Submit Form AB-31/AB-31a with fabrication drawings and ASME VIII calculations via the CRN Portal; where a design already holds another province's CRN, use National Registration to append the Alberta "2" designator.
- Audit fitting CRNs. Verify every Category A-G item carries a CRN containing "2" or "C"; the BC/SK/MB exemption tables do not apply. Order missing registrations (AB-41) early, fitting CRNs carry 10-year validity.
- Submit the AB-96 piping design registration. Assemble P&IDs, GA drawings, line lists (size, material, schedule, design P/T, MDMT, NDE, test pressure, PWHT), piping specs, stress analysis where warranted, and the PRD list with sizing basis, all authenticated by an Alberta P.Eng.
- Fabricate under the correct quality regime. Confirm WPS registration and welder certification for the fabrication jurisdiction; retain an ABSA-accepted inspection agency before work starts on out-of-country builds.
- Close out construction records. The owner/user keeps Form AB-83 records (minimum five years), the contractor files Form AB-81, and nameplate CRN markings must match the registered drawings.
A worked scenario
A US-based packager builds a two-stage reciprocating package for an Alberta gas plant: suction scrubber, two pulsation bottles, an aerial cooler, discharge PSV, and roughly 350 L of ASME B31.3 piping. Because the piping is fabricated outside Alberta, the 0.5 m³ threshold is irrelevant; the AB-96 is mandatory at any volume. Vessels go through National Registration against existing Ontario CRNs; the fitting audit finds valves and flanges lacking the "2" suffix, so Alberta additions are ordered from the manufacturers; an Alberta P.Eng. authenticates the AB-96; an ABSA-accepted inspection agency is engaged before welding. See Compressor Station CRN Compliance.
Common mistakes
- Piping package not authenticated by an Alberta P.Eng.: the most frequent stopper for out-of-province packagers.
- Unregistered fittings on the line list. "it is exempt in BC" is not an answer in Alberta; reviewers cross-check.
- Assuming a small skid escapes registration: out-of-province fabrication removes the volume threshold entirely.
- Missing MDMT and material toughness data, particularly with CSA B51:24's expanded carbon-steel impact-test requirements.
- Incomplete PRD documentation, sizing basis and relieving scenarios are expected; Category G devices must hold ASME/NB capacity certification.
- Late inspection-agency engagement on foreign fabrication, discovered after fabrication, the costliest comment to resolve.
- Treating an Alberta registration as portable: a repeat package at a new site needs a fresh AB-96.
Best practices
These are engineering recommendations, not regulatory requirements; confirm project specifics with ABSA.
- Run the CRN applicability review at proposal stage; Alberta registration work belongs in the schedule before fabrication release.
- Maintain a live fittings register with CRN, category, expiry and jurisdiction suffixes; standardize on designs already carrying the "2" designator.
- Budget ABSA fees by line item (hourly survey, per-size fitting fees, 30% priority premium) against the November 1, 2025 schedule.
- Engage the Alberta P.Eng. while the piping design is still fluid: late authentication often surfaces calculation and line-list gaps.
Frequently Asked Questions
How do I register a compressor package with ABSA for installation in Alberta?
Decompose the package: register each vessel and exchanger design (Form AB-31), verify every fitting holds an Alberta-accepted CRN (Form AB-41 for any that do not), and submit the piping design on Form AB-96, authenticated by an Alberta P.Eng., through ABSA's CRN Portal. Close out with AB-83/AB-81 construction records. The compressor and driver are excluded machinery under PEEO s. 2(2)(j).
My package already has Ontario CRNs. Is more needed for Alberta?
Yes. Alberta is outside the CRN Reconciliation Agreement, so ABSA performs its own review even of designs registered elsewhere. The National Registration process provides a structured path, appending the Alberta "2" designator on acceptance.
Does skid piping under 0.5 m³ avoid registration in Alberta?
Only if fabricated in Alberta and the aggregate system volume is ≤ 500 L. All piping fabricated outside Alberta must be registered regardless of volume.
Are any fittings exempt from registration in Alberta?
No. Alberta has no categorical fitting exemption; Category A, B, C and G fittings all require registration, even though BC, Saskatchewan and Manitoba exempt standard fittings in those categories. This is the most common gap when packages built for other provinces arrive.
Do I need an Alberta P.Eng. for the ABSA submission?
For pressure piping designs, yes: APEGA guidance requires authentication by an Alberta-licensed professional engineer. For vessel drawings, ABSA does not require P.Eng. authentication unless the code or a Safety Codes Officer requires it.
Is the compressor itself registered?
No. Components integral to rotating or reciprocating machinery are excluded by PEEO s. 2(2)(j). Everything around the machine (scrubbers, bottles, coolers, piping, PSVs) remains fully regulated.
What does ABSA registration cost?
Per the fee schedule effective November 1, 2025: survey work is $163.50/hour, fittings $163.50 per size/type/pressure, simple receivers $170.90; priority service adds 30% (minimum $490.50). Confirm current fees with ABSA.
Key Takeaways
- A compressor package enters Alberta as vessels + fittings + piping, never as a single "skid CRN."
- Alberta exempts no fitting category: audit every Category A-G component for a CRN bearing "2".
- Piping fabricated outside Alberta must be registered on Form AB-96 regardless of volume, and AB-96 submissions require Alberta P.Eng. authentication.
- Alberta sits outside the RCT agreement: budget for a separate ABSA review even with other provinces' CRNs in hand.
- Alberta registrations are installation-specific; repeat packages at new sites need fresh AB-96 registrations.
- Fees are hourly ($163.50/hr, November 2025 schedule) plus per-size fitting charges.
