How to register a pressure vessel or skid design with the RBQ under Regulation B-1.1, r. 6.1: engineer-signed designs, data report filing within 30 days, and Quebec-specific exemptions.
To register a pressure vessel or skid design in Quebec, email an RBQ design-registration package: engineer-signed drawings for vessels and boilers (r. 6.1, s. 30(1)), calculations, statutory declaration and QC evidence, to enregistrementdesplans@rbq.gouv.qc.ca. Fees (2026): $203.94 first hour plus $101.97 per half hour. The RBQ issues a CRN with designator "6."
Quebec regulates pressure equipment through its own statute, regulator and procedures, none matching the other twelve jurisdictions exactly. Manufacturers who assume a package built for Ontario's TSSA or Alberta's ABSA will pass unchanged through the Régie du bâtiment du Québec (RBQ) routinely lose weeks to resubmission.
What is the legal framework for pressure equipment in Quebec?
Pressure equipment is governed by the Building Act, RLRQ c. B-1.1, and the Regulation respecting pressure installations (Règlement sur les installations sous pression), c. B-1.1, r. 6.1, in force since March 8, 2018. It replaced the former Regulation respecting pressure vessels (A-20.01, r. 1), which is repealed: any document still citing it as current law is outdated.
Regulation r. 6.1 adopts CSA B51 (manufacturing), CSA B52 (refrigeration), BNQ 3650-900 (installation), ASME Section IX (welding) and ANSI/NB-23 (repairs/alterations). Two points distinguish Quebec: the RBQ is the only authorized inspection agency for manufacturing approval in the province, and Quebec participates in the CRN Reconciliation Agreement (RCT), a first-province review from another participant can streamline the Quebec registration. Alberta is not a participant and always reviews separately.
What must be registered, and what is excluded?
Section 29 requires pressure equipment to be approved by the Board before being placed on the market, and s. 30(1) requires design registration. Scope follows the s. 2 subjection-parameter figures: the CSA B51 Figure 1(a)-(c) pressure-volume concept by fluid hazard, not a single volume cutoff.
Section 3 excludes, among others: small boilers; water heaters within stated limits; hydropneumatic tanks ≤ 610 mm diameter, ≤ 450 L and ≤ 65 °C; mobile (TDG) vessels; machinery-driven equipment; well-control equipment; and refrigeration systems ≤ 125 kW certified to CSA B52. Section 4 excludes low-pressure piping, refrigeration piping ≤ 11 kW, fire-protection piping, compressed-air piping ≤ 19 mm and Construction Code gas piping.
The s. 8 partial fitting exemption
Under s. 8, Category A, B and C piping and accessories made to nationally recognized ASME standards need not be registered, provided records are kept for RBQ verification. This aligns Quebec with BC, Saskatchewan and Manitoba, and against Alberta and Ontario, which register all categories. Non-standard fittings and Categories D-H still need registration.
The s. 9 Annex J strike-out
Uniquely in Canada, s. 9 strikes out CSA B51's Annex J: the annex used elsewhere for FEA-based design validation. An Annex J package acceptable to TSASK or ABSA is not the RBQ path; confirm the alternative with the RBQ before submitting.

| Standard A/B/C fitting exemption | Yes (s. 8) | None | None | Yes |
| Filing route | Email: enregistrementdesplans@rbq.gouv.qc.ca | TSSA Client Portal | ABSA CRN Portal | TSBC Design Registration Portal |
| Fee basis | Hourly: $203.94 + $101.97/half hr (2026) | Flat per equipment type + hourly | Hourly + per-size fitting fees | Per-unit tiers ($392-$4,432, 2026) |
How do I submit a design registration to the RBQ?
Submissions go by email to enregistrementdesplans@rbq.gouv.qc.ca. A complete package typically includes:
- The RBQ "Application for design registration" form (vessels s. 5; same-category fittings s. 6; single fitting s. 7);
- Technical drawings (design conditions, materials, weld map, CRN marking location);
- Design calculations or a burst/proof-test report;
- A statutory declaration signed by a responsible officer of the manufacturer;
- Evidence of an accepted QC program at the manufacturing location;
- A marking/nameplate example; and
- Proof of first registration elsewhere, where applicable (the RCT reciprocal route).
Engineer signature (s. 30(1))
For vessel and boiler designs, s. 30(1) requires the design to be signed by an engineer ("ingénieur"): on its face, an Ordre des ingénieurs du Québec (OIQ) member. Acceptance of an out-of-province engineer's signature is unconfirmed, confirm current requirements with the authority having jurisdiction first.
Language of documentation
Industry experience indicates the RBQ expects French documentation or certified French translations, industry-reported practice; treat it as CONFIRM-WITH-AHJ.
Fees and processing times (as of 2026)
Under s. 90, design verification and registration is billed at $203.94 for the first hour or fraction, plus $101.97 per additional half hour (2026 indexed values; fees adjust every January 1); permit issuance or renewal (s. 91) is $101.97. The RBQ publishes live processing dates for regular and simultaneous (expedited) streams; check them when scheduling fabrication.
What happens after registration: CRN conditions and filings
The RBQ issues a CRN carrying the Quebec designator 6 (a fitting first registered in Quebec reads 0C12345.6). Conditions verified on RBQ letters:
- The CRN is valid while the design is unchanged;
- Fitting registrations expire 10 years after acceptance (a CSA B51 rule applying in every jurisdiction);
- A valid QC program must be maintained: a lapse invalidates fitting CRNs; and
- The manufacturer's data report (MDR) for each boiler or vessel built to the CRN must reach the RBQ within 30 days of signing, showing the registered drawing and revision numbers.
Pressure piping (including a skid's interconnecting piping) registers differently: the installer files a declaration of installation under s. 32 at least 30 days before work completion; the number assigned becomes the piping design registration number.
For welding performed outside Quebec, s. 45 requires verification by an ASME-, National Board- or provincial/territorial-authorized body, the standard pathway for overseas shops with ASME Certificates of Authorization and NB registration. Engage it before fabrication.
Practical scenario: a fuel-gas conditioning skid bound for Quebec
A European OEM builds a repeatable conditioning skid (ASME VIII-1 filter-separator vessel, standard B16.5 flanges and line valves, heater coil, instruments, B31.3 piping) fabricated in Germany.
- The filter-separator vessel needs RBQ design registration: engineer-signed drawings (s. 30(1)), calculations, statutory declaration, QC evidence and s. 45 verification of the German shop's welding; if the design leans on FEA, the Annex J strike-out forces an agreed alternative basis first.
- The standard Category A/B/C fittings fall under the s. 8 exemption, no registration, but retain records; non-standard or Category D-H components need CRNs.
- The skid piping registers through the installer's s. 32 declaration (≥ 30 days before completion); after each unit ships, the vessel MDR goes to the RBQ within 30 days of signing.
- An existing first-province CRN supports a streamlined RCT reciprocal application, but Quebec registration is still required.
Common mistakes
- Citing the repealed regulation (A-20.01, r. 1) as current law, replaced by r. 6.1 in 2018.
- Submitting an Annex J-based FEA package: struck out by s. 9.
- Assuming the s. 8 A/B/C exemption is Canada-wide: inapplicable in Alberta and Ontario.
- Missing the engineer signature on vessel/boiler designs (s. 30(1)), or assuming out-of-province P.Eng. acceptance without confirming.
- Filing the MDR late: the 30-day clock runs from the signing date.
- Forgetting the s. 32 installation declaration: due ≥ 30 days before completion.
- Ignoring the 10-year fitting expiry or a QC-program lapse at the fabrication site.
- English-only documentation submitted without confirming French-language expectations.
Best practices
These are engineering recommendations, not regulatory requirements:
- Verify scope first against the s. 2 figures and s. 3/s. 4 exclusions: several are more generous than elsewhere.
- Use the RCT reciprocal route when a first-province registration exists, and include proof of registration.
- Resolve the engineer-signature question early: engage an OIQ member or confirm acceptance of your engineer's credentials.
- Prepare French translations of key documents, or confirm language expectations in advance.
- Engage the s. 45 verification body before fabrication for welding outside Quebec.
- Calendar both 30-day obligations (s. 32 declaration; MDR filing) and quote fees with as-of dates. RBQ fees index every January 1.
Frequently Asked Questions
How do I register a pressure vessel design with the RBQ in Quebec?
Email a complete package: application form, engineer-signed drawings (s. 30(1)), calculations, statutory declaration, QC evidence and marking example, to enregistrementdesplans@rbq.gouv.qc.ca; the RBQ issues a CRN with designator "6."
How much does RBQ design registration cost?
As of 2026, s. 90 sets fees at $203.94 for the first hour plus $101.97 per additional half hour, and permit issuance at $101.97 (s. 91); fees index annually on January 1.
Does Quebec register standard fittings like valves and flanges?
Under s. 8, Category A, B and C piping accessories made to nationally recognized ASME standards need not be registered, though records must be kept for RBQ verification; non-standard fittings and Categories D-H must be registered.
Can I use an FEA-based (Annex J) design submission in Quebec?
No: s. 9 strikes CSA B51's Annex J in Quebec; designs relying on FEA validation elsewhere need an alternative basis confirmed with the RBQ first.
How is skid-mounted piping registered in Quebec?
Through the installer's declaration of installation under s. 32, filed at least 30 days before work completion; the number assigned serves as the piping design registration number.
What filings follow construction of a vessel built to a registered design?
The manufacturer's data report must reach the RBQ within 30 days of signing, showing the registered drawing and revision numbers; the QC program must be maintained, and fitting registrations expire at 10 years.
Key Takeaways
- Quebec's framework is the Building Act (c. B-1.1) plus r. 6.1 (in force 2018), never cite the repealed A-20.01, r. 1.
- Vessel and boiler designs must be engineer-signed (s. 30(1)); out-of-province acceptance is CONFIRM-WITH-AHJ.
- Submit by email to enregistrementdesplans@rbq.gouv.qc.ca; 2026 fees: $203.94 first hour + $101.97 per half hour, indexed each January 1.
- Quebec exempts standard Category A/B/C piping accessories (s. 8) but strikes CSA B51 Annex J (s. 9): unique in Canada.
- Piping registers via the installer's s. 32 declaration (≥ 30 days before completion); MDRs are due within 30 days of signing; fitting CRNs expire at 10 years.
- Welding outside Quebec must be verified under s. 45: engage the authorized body before fabrication; RCT participation streamlines but never waives review of a first-province CRN.

Quebec's structure rewards preparation: the Annex J strike-out, engineer-signature rule, installation-declaration mechanism and language expectations surface late in projects planned around other provinces' processes. Kopfkino Consulting supports manufacturers, OEMs and fabricators with CRN applicability assessments, RCT reciprocal routing, design review before fabrication, design calculations, complete RBQ submission packages, P.Eng. coordination and regulator-comment resolution, without promising approvals, timelines or cost savings, which rest with the regulator.
